The Netherlands trades breadth for specialisation. Its contract-manufacturing base is smaller than Germany's or France's but disproportionately weighted toward the modalities that are hardest to source: biologics, viral vectors and cell & gene therapy, vaccines, and antibody-drug conjugates. For an advanced-therapy programme, the Dutch shortlist is often longer than the German one.
The competent authority for medicines is the CBG-MEB (College ter Beoordeling van Geneesmiddelen / Medicines Evaluation Board), working alongside the national health and youth care inspectorate on GMP oversight; certificates issued in the Netherlands are recognised across the EU. The EMA's post-Brexit relocation to Amsterdam put the European regulator on Dutch soil, which matters less for inspections than people assume but genuinely helps for scientific advice and regulatory staffing.
Logistics is the underrated argument. Schiphol and the Port of Rotterdam give Dutch sites some of the best cold-chain and distribution infrastructure in Europe, and a large share of pharmaceutical product entering the EU already moves through them. For a sponsor building an EU supply chain rather than just an EU manufacturing step, that shortens the distance between release and market.
Leiden Bio Science Park is the country's primary life-science cluster and the heart of its biologics and vaccine capability, combining manufacturing with a dense concentration of biotech, academic, and analytical organisations on one campus.
Oss, in the south, hosts Pivot Park — a life-science campus built on a long-established pharmaceutical manufacturing and research site — which has become a base for development-scale and specialist contract operations.
Nijmegen and the wider Gelderland region carry notable ADC and conjugation expertise, while Groningen and Amsterdam add API, drug-product, and clinical-supply capacity. The country is compact enough that these clusters function as one labour market — a practical advantage when a programme needs several specialist partners at once.
